Un programme scolaire sur les religions du monde et une nouvelle définition de « l'instruction »

Cambridge (Massachusetts) - Comment les Etats-Unis vont-ils garantir, pour les générations futures, une compréhension pluriconfessionnelle, une tolérance plurielle et une cohésion sociale forte entre tous ses citoyens de différentes religions ?

La réponse est simple, radicale, urgente et nécessaire : il faut intégrer un cours de religions du monde dans le programme scolaire des établissements secondaires et des écoles supérieures. L'enseignement de ce cours devrait être obligatoire, au même titre que les mathématiques, la science, l'anglais et les sciences humaines.

Dans notre société, une personne dite instruite ne l'est pas réellement si elle n'a pas quelques notions élémentaires sur l'islam, le christianisme, le judaïsme, le bouddhisme et l'hindouisme. Nous devons rétablir les critères qui définissent ce qu'est une personne « instruite » au 21ème siècle ; cette redéfinition commence par l'école.

Environ 83 pourcent des Américains s'identifient à une religion précise - 78 pourcent se considèrent chrétiens et les 5 pour cent restants sont ceux qui se disent juifs, bouddhistes, musulmans et autres. Actuellement, surtout en ces temps de crise et d'hostilité envers la religion musulmane, les Américains doivent fournir un effort supplémentaire au-delà des représentations superficielles de la religion et entrer volontairement dans le dialogue positif et dans la discussion.

Rien ne vaut l'engagement.

Dans un pays doté de 70 pourcent de la population mondiale - autrement dit de 4, 8 milliards d'habitants se rattachant à une religion précise, apprendre à connaître « l'autre » n'est pas facultatif mais obligatoire, surtout quand on veut poursuivre les idéaux américains et bâtir des passerelles de tolérance entres les nations. Cette connaissance de l'autre fait complètement partie de l'échafaudage de sociétés respectueuses et stables - au niveau national et à l'étranger. Si les Etats-Unis souhaitent continuer à servir d'exemple dans le domaine du pluralisme religieux, ils doivent procéder à un changement radical dans leur système éducatif.

« Quels sont les critères qui définissent une personne instruite aujourd'hui ? Ces critères incluent-ils le fait d'avoir des notions élémentaires sur le monde [musulman] ? Si ce n'est pas le cas, il faut peut-être rectifier cela », avait affirmé son Altesse l'Aga Khan, guide spirituel de tous les musulmans chiites ismaéliens du monde, sur la chaîne National Public Radio. Dans le monde d'aujourd'hui, qui se mondialise continuellement, le contenu de notre système éducatif doit refléter les sociétés locales, régionales, nationales et internationales dans lesquelles nous vivons.

Le système doit aussi nous doter des connaissances nécessaires pour éviter les conflits dus à une mauvaise compréhension de l'histoire, de la culture et de la religion des uns et des autres ; il doit cimenter nos structures sociales, pour qu'elles soient fondées sur un discours intelligent et sur un engagement volontaire, et non pas sur une connaissance superficielle ou une ignorance délibérée - qui, nous le savons, peuvent avoir des conséquences désastreuses.

Imaginez un monde où l'on inculquerait des notions élémentaires sur les grandes religions à tous les étudiants inscrits dans un établissement secondaire ou supérieur des Etats-Unis - ce qui représente plus de 40 millions de personnes. On approfondirait les notions d'histoire, de traditions, de pratiques et de croyances au fil des années d'études. Imaginez ce cycle se perpétuant année après année, après année.

Les résultats seraient extraordinaires : des millions et des millions de bâtisseurs de passerelles en guise d'ambassadeurs de la tolérance et de la compréhension vis-à-vis des autres religions dans leur propre famille, au travail, dans leur communauté et enfin au sein de la nation. Mais ce changement générationnel dans l'éducation, solution à long terme, ne va pas résoudre les problèmes immédiats.

Comme les médias donnent le ton tous les jours en lâchant un pit-bull contre un autre et en débattant des questions d'islam et de politique, de culture et de tradition, selon un schéma très catégorique, c'est finalement la mauvaise perception, la haine et la crainte de la plus haute autorité qui l'emportent sur le dialogue raisonnable et rationnel. Ce faisant, ils ne rendent pas service au public américain et nourrissent au contraire cette intolérance qu'ils cherchent prétendument à vaincre. Les médias sont complices de la mise en danger des concitoyens américains en les exposant à un avenir fait de conflits internes d'ordre religieux - conflits qui coûteront encore davantage de vies américaines.

Dans l'immédiat, il faudrait que de plus en plus de musulmans américains - des imams, des érudits ou de simples fidèles - s'adressent à leurs voisins, à leurs amis, aux communautés qu'ils côtoient pour leur présenter leurs pratiques religieuses et leurs croyances. Nous ne sommes pas une entité monolithique, la pensée et la pratique islamiques ont de multiples facettes.

L'engagement est à deux sens ; les musulmans doivent aussi faire preuve de bonne volonté et tendre la main vers l'autre, pour que le dialogue puisse porter ses fruits. J'appelle justement mes frères et sœurs musulmans à tendre la main et je demande à tous ceux qui se trouvent à l'autre bout de cette main de bien vouloir l'accepter et la tenir.

Eduquons-nous les uns les autres.

The Global Voices Citizen Media Summit 2010 will be held in Santiago, Chile on May 6-7. The theme of the meeting is "Next generation citizen media, public access and citizen participation.”

Global Voices (http://globalvoicesonline.org/) will gather with a diverse group of bloggers, activists, technologists, journalists from around the world for two days of public discussions and workshops. A two-day internal meeting for Global Voices editors, translators and contributors will follow the public gathering.

We're planning two days of intense discussion, learning, and workshops. Highlights include:

- Awards ceremony for the Global Voices/Google online freedom of expression award, Breaking Borders.

- Discussions of the maturation of citizen media in the developing world.

- Presentations of in-depth research projects on the multilingual web and new media technologies that promote transparency and accountability.

يستطيع الصحفيون من جميع أنحاء العالم العربي التقديم على دورة تدريبية في تغطية قضايا العمل والعمال في العالم العربي، والتي ستقام عبر الإنترنت في الفترة ما بين 23 نيسان/أبريل إلى 4 حزيران/يونيو. آخر موعد للتقديم هو 15 نيسان/أبريل.

وتنظم الدورة، التي تعقد تحت عنوان "مقدمة في تغطية قضايا العمل والعمال في العالم العربي"، من قبل المركز الدولي للصحفيين (ICFJ)، الذي يتخذ من العاصمة الأمريكية واشنطن مقراً له.

وخلال هذه الدورة، سوف يتدرب المشاركون على:

- ما هي قصص العمل والعمال؟ ماذا يجب أن نكتب؟ كيف نقوم بإجراء تغطية أوضاع العمال وأماكن العمل في العالم العربي؟
- مقدمة في الأساسيات. استخدام وسائل ومصطلحات الأعمال التجارية لتغطية قضايا العمل والعمال. استخدام الأرقام لتحليل قضايا العمل والعمال.
- تغطية أخبار النقابات وإضرابات ومفاوضات العمال. ومناقشة وضع نقابات العمال في ما يتعلق باقتصاد وسياسة العالم العربي.
- الصحة والسلامة والمشاكل البيئية وإجراء التحقيقات حول أماكن عمل العمال
- تغطية أوضاع العمل والحالة الاقتصادية للمرأة والأطفال وكبار السن
- الهجرة والعمال والاقتصاد
- تأثير العولمة والخصخصة على أماكن العمل والعمال

وقام بتطوير منهج الدورة الصحفي ستيفين فرانكلين. وسيقود الدورة الصحفي عاطف حسن.

ستيفين فرانكلين: هو صحفي وكاتب ومدرب إعلام مخضرم، عمل كمراسل لصحيفة "شيكاغو تريبيون" الأمريكية. وعمل فرانكلين مراسلاً ومديراً لمكتب "شيكاغو تريبيون" في الشرق الأوسط لسنوات عديدة، حيث غطى قضايا إسرائيل والعالم العربي. وهو أيضاً صحفي مختص في مجال تغطية أخبار العمل والعمال والاقتصاد.

عاطف حسن: هو مراسل صحفي اقتصادي، يعمل لصالح موقع "ميرغيرماركت" الذي تنشره مجموعة "فاينانشال تايمز". وعمل حسن كمدرب صحافة الشعبية لصالح المركز الدولي للصحفيين في القاهرة ومنيا والأقصر والإسكندرية في عام 2005. كما وعمل كمراسل أخبار السياسة والتكنولوجيا لصالح صحيفة "الجزيرة" السعودية في القاهرة. وقبل ذلك، عمل كمراسل ومحرر لبعض الصحف المحلية في محافظة المنيا بمصر.

والدورة مفتوحة أمام الصحفيين الذين يتحدثون اللغة العربية، والذين لديهم خبرة في مجال الصحافة لا تقل عن سنة. ويجب على المشاركين الاستعداد لقضاء الوقت في قراءة المواد التدريبية والبحث وإكمال التدريبات والتفاعل مع بعضهم البعض ومع المدرب.

وفي نهاية الدورة، سوف يستلم المشاركون الذين سوف ينهون الدورة بنجاح شهادة تخرج، صادرة من قبل المركز الدولي للصحفيين.

ورشة تدريب المدربين على التعبير الرقمي الثانية من 14-18 أيار/مايو 2010

إيمانا بأهمية تمكين الشباب العربي -ممن لهم تجربة في التعبير الفني باستخدام التكنولوجيا- تعلن مؤسسة التعبير الرقمي العربي عن إقامة ورشة تدريب المدربين من الفنانين، والتقنيين الشباب.
تستقبل الورشة 20 مشارك ومشاركة من المتخصصين في الفيديو الرقمي ، الصوت و الموسيقى الرقمية ، والناشطين على الويب الاجتماعي. بهدف تطوير معرفتهم بالتقنيات الرقمية -كل في مجال تخصصه - من خلال عرض مفاهيم المصادر المفتوحة، وأدواتها ودورها في تمكين الأفراد والمجتمعات.

يمنح المشاركون الفرصة لتجريب البرمجيات مفتوحة المصدر، مثل (لينكس، جمب ، أوديسيتي، سنليرا)، بالإضافة إلى التعرض لمنابر، مثل (يوتيوب، التويتر، فليكر، ويكيبيديا)؛ بهدف استخدام وتطويع التطبيقات كيفما يتناسب مع أفكارهم، واحتياجاتهم للتعبير والإبداع.

كما يتعرض المشاركون إلى مهارات التيسير، والعرض، والاتصال، بالإضافة للتعرض لمفهوم التعلم التفاعُلي، الذي يمكنهم من التعبير والإبداع، ليس على مستوى الأعمال الشخصية فحسب، وإنما على مستوى الأعمال الجماعية أيضا؛ وذلك عن طريق استخدام أمثلة من مناهج مؤسسة التعبير الرقمي العربي، التي تتبنى منهجية خاصة في التعلم التفاعلي في هذا السياق.

سيشارك المدربون في باقة من الأنشطة الجماعية، والتمارين المختلفة؛ التي تساهم في إبراز الأعمال الشخصية، بالإضافة إلى تنمية مهارات التقديم والعرض.

تُعقد الورشة في الفترة ما بين 14-18 آيار/مايو 2010 في القاهرة، جمهورية مصر العربية، وهي مصممة لتتيح الفرصة للمشاركين بتبادل خبراتهم، ومعارفهم، وتعزيز سبل التعاون فيما بينهم عن طريق فتح نقاشات تفاعلية عن الفنون، والتكنولوجيا في ظل المصادر المفتوحة، وتوضيح معنى وأهمية التعاون المتعدد لابتكار فنون مختلفة، والتعرض لأبرز التجارب والمبادرات الحديثة في هذا المجال.

يضم فريق المدربين فنانين وناشطين رقميين، بالإضافة إلى استشاريين وخبراء تربويين من أرجاء الوطن العربي.

سيتم اختيار مجموعة من المشاركين ليتولوا تدريب الفتية -من 12-15 سنة- في المعسكر الصيفي الرابع، الذي سيعقد في تموز/يوليو 2010.

يرحب البرنامج بطلبات التقديم من الشباب الذين:

هم من الشباب العرب، الذين تتراوح أعمارهم ما بين 20-30 سنة، وتتوفر فيهم المعايير الآتية:

ينبغي أن يكون لهم تجاربهم الشخصية في التعبير عن الذات في أي شكل من الوسائط الرقمية: الويب الاجتماعي، أو الصوت الرقمي والموسيقى أو الفيديو الرقمي
*

أن يكون لديهم خلفية و خبرة جيدة في أحد مجالات (الفيديو الرقمي، أو الصوت والموسيقى الرقمية ـأو الويب الاجتماعي).
*

لديهم مهارات قيادية عالية.
*

لديهم خبرة و/أو رغبة في العمل مع الفتية.
*

يمكنهم القيام بالتدريب باللغة العربية.
*

تتراوح أعمارهم ما بين 20 إلى 30 سنة (يجوز النظر في الحالات الاستثنائية).

للتقديم

لمن تتوفر فيه المعايير السابقة، يذكر مجال خبرته في أي من المجالات الثلاث.

الهيئة المنظمة للورشة: مؤسسة التعبير الرقمي العربي

هي مؤسسة عربية غير ربحية تسعى إلى تطوير مهارات الشباب العربي في التعبير الرقمي لتمكينهم من الإسهام في صنع أفكار تعبر عن هويتهم وثقافتهم، وآمالهم في إطار فني مبدع و خلاق.

تضم مؤسسة التعبير الرقمي العربي فريقاَ من الخبراء العرب في السينما والموسيقى والتصميم و التربية والتكنولوجيا الذين قاموا بالعمل لأكثر من عامين على تطوير مفهوم المشروع، وأسلوبه، ومنهجه. ويضم هذا الفريق حوالي 30 خبيراَ من بلدان عربية مختلفة قاموا بتطوير منهج يمكنه أن يكون كأساس لتكوين قاعدة للفنون الرقمية، والتعبير والتعليم الرقمي للشباب العربي. http://www.arabdigitalexpression.com

DEMENA Youth Pool

DEMENA Youth Pool

As part of MS’ agreement with the Danish Ministry of Foreign Affairs under the Danish-Arab Partnership Programme (Det Arabiske Initiativ), MS ActionAid Denmark administrates the DEMENA Youth Pool. The pool is open for applications until December 2011 with a total budget of 4.5 million DKK over three years.

The pool supports cooperation between Danish NGOs and NGOs in the Middle East and North Africa (MENA region) for projects that promote youth participation in democratic reform processes and intercultural understanding.

Projects must incorporate considerations on:

a) how the project promotes dialogue and intercultural understanding between Danish youth and youth from the MENA region

b) how the project promotes the active participation of young women

c) information activities in Denmark on the basis of obtained objectives and insights

Scope of projects
The pool supports projects of two scopes:

* Pilot projects (up to DKK 100 000)
* Partnership projects (up to DKK 1 million)

Who can apply?

Applications must be submitted by the Danish organisation that has developed a joint project proposal with a partner organisation in one or more of the countries in the MENA region. The applicant must be a non-governmental organisation and must not have a commercial purpose. For larger projects the applying organisation must have experience with work in the MENA region or be prepared to hire professional project staff with these skills. There is no limitation as to how many times an organisation can apply for funds from the DEMENA Youth Pool.

Local partner organization
Partnership projects must be prepared, organised and conducted in cooperation with a local partner in the MENA region that has the requisite skills, experiences, and capacity to carry out the activities. The partner must be a non-profit organized group: an association, institution, union, or an organization with the will to lead a dialogue on democratic principles, and the will to promote intercultural understanding. Please note that Pilot projects can be aimed at identifying or establishing a partnership between the Danish organisation and the MENA organisation as well as developing joint capacity to undertake larger joint youth projects.

Requirements to the project
The project must be conducted in one or more of the countries under the Danish-Arab Partnership Programme (Det Arabiske Initiativ). Lebanon, Jordan, Syria and the Occupied Palestinian Territories will be given special consideration, but support can also be given to projects in other countries in the MENA region – Morocco, Yemen, Algeria, Tunisia, Egypt, Oman, Qatar, Saudi Arabia, Kuwait, United Arab Emirates, Bahrain, Iran and Iraq.

The project must be targeted towards a representative group of young people (15-35 year-olds) of both sexes and include both Danes and Arabs (i.e. elements of cultural exchange). There should also be considerations on how to advance young women’s participation in the project.

Organizations applying for support must be actively involved in the project. The pool does not support projects solely conducted by other organizations (e.g. the applicant’s international organization). The applicants must also be willing to participate in coordination meetings with other actors working with young people under the Danish-Arab Partnership Programme.

Projects/activities that cannot be granted support

* Projects that are solely aimed at educational and advocacy work in Denmark
* Projects that one-sidedly support specific political parties or ideologies
* Religious missionary work
* Educational scholarships
* Humanitarian aid
* Renovation and shipping activities (you may instead apply with MS Recycling for Development)
* One-person organisations or organisations containing of one single family

Regarding budget lines, the pool supports

* Evaluation: max. 5 % of granted support
* Budget margin: 5 % of granted support
* Administration: max. 7 % of total costs
* Audit[1]

If support is granted, please note that preliminary payment is 80% of the amount applied for, while the remaining 20% will be disbursed when MS has received a final report and final account no later than 2 months after project finalisation.

Reporting
The grant holder is responsible for reporting. Final report should be submitted to MS no later than 2 months after project finalisation. For projects lasting more than 10 months, a midterm report should also be submitted. An electronic as well as a signed hard copy should be submitted to MS. The reporting formats can be found at www.ms.dk.

Application deadlines & procedures
There are 3 annual deadlines for applications: 1 January, 1 May and 1 September or the following working day in case this falls during the weekend. Applications for pilot project can be submitted any time.

To apply for funds through the Youth DEMENA Pool, please use the application form on www.ms.dk and complete the application in English, as the selection panel consists of both Danes and members from the MENA region.

Annexes or other enclosed documents must be in either Danish or English. Documents written in a third language must be translated into either Danish or English by the applicant, after which it is to be enclosed in its original language as well as in the translated version.

To submit an application, the following documents are required:

* Your organization’s statutes, latest annual report, and minutes from the latest board meeting
* Documentation/declaration of cooperation signed by all partners
* List of organizations, institutions and/or other types of actors that support the project

CALL FOR PARTICIPANTS “Understanding the Global Fund” A training for young activists

The Youth Coalition for Sexual and Reproductive Rights is calling for applications from young advocates to participate in a training on the Global Fund to fight AIDS, TB and Malaria (GFATM).

The Global Fund is the main funder for HIV prevention efforts around the world, reaching almost all the developing countries with millions of dollars every year. The GFATM offers a unique opportunity for civil society to be involved in the decision making processes on the implementation of the grants in recipient countries. However, due to a lack of understanding of how the Global Fund operates, there is a limited participation from civil society organizations led by young people or working for youth.

The main objective of this 3-day training is to provide 15 young activists (18-29 years old) with the knowledge and tools necessary to better understand and get involved in Global Fund mechanisms and structures at the national and international level. The secretariat of the GFATM is a supporting partner of the training.

When: May 22-24, 2010

Who: The YC is keen to receive applications from young people who:

* Fall between the ages of 18 – 29
* Are preferably from a developing country (African participants are encouraged to apply)
* Have experience in the area of sexual and reproductive health and rights, particularly HIV
* Basic knowledge on Global Fund process at national level or international level.
* Are affiliated with a youth organisation or an organisation working for young people.
* Have a working knowledge of English and can communicate proficiently in English with other training participants
* Are committed to contribute to the follow up of the training

Applications from young people living with HIV are strongly encouraged.

Notes: Full and partial scholarships will be awarded to selected participants depending on the need.

The cost of visas (transportation and visa fees) will be initially covered by the participant and will then be reimbursed during the training if required.

Call for applications- 2010 MILEAD Fellows

Moremi Initiative for Women’s Leadership in Africa is pleased to announce its call for applications for the 2010 Moremi Leadership Empowerment and Development (MILEAD) Fellows Program for young African women leaders.

The MILEAD Fellows Program is a one-year leadership development program designed to identify, develop and promote emerging young African Women leaders to attain and succeed in leadership in their community and Africa as a whole. The one-year program targets dynamic young women interested in developing transformational leadership skills that help them tackle issues affecting women in their communities.

The MILEAD fellowship will be awarded to 25 young women with exceptional qualities who have exhibited leadership potential in their community, organization, and/or profession. To be eligible for the one-year program, an applicant must be African, living on the continent or in the Diaspora; agree to participate in all required activities related to MILEAD including a three-week residential Summer Institute in July-August; and commit implement a community project as part of the program. Applicants must be between 19 - 25 years of age. Specific requirements of the program and related dates are outlined in the application package.

Please note that this is not a full-time fellowship. Selected candidates may remain full time students or work full time for the program duration, except during the 3–week summer institute. The 3-week summer institute is an intensive and full-time residential program and all fellows will be required to attend. The rest of the program involves community-based, online and other distance activities.

Strong mothers enable children, families, communities and economies to grow and thrive. Yet there are more than 500,000 maternal deaths every year, and millions more suffer from preventable disabilities. The causes of these tragedies are many, but most causes are rooted in the unequal social and economic status of women.

Ashoka and the Maternal Health Task Force are partnering to create an innovative new program that transforms the field of maternal health globally. The Young Champions of Maternal Health Program will use the Changemakers online platform to identify 16 young leaders – called Young Champions – from around the world that will spend nine months working abroad on a maternal health project while being mentored by a seasoned Ashoka Fellow in the field of maternal health.

New York University School of Law is proud to announce the Kauffman Legal Research Fellowship, which will be offered for the second time in the academic year of 2010 - 2011. The purpose of the fellowship is to promote research and curriculum development in subjects related to law, innovation, and economic growth. The Fellowship is open to law school graduates with the strongest credentials and most exciting ideas.

The Kauffman Legal Research Fellowship Program is being administered by NYU School of Law under the auspices of the Jacobson Leadership Program in Law and Business. Fellows are expected to produce a substantial piece of work during their time at the Law School. A proposed plan for the Fellowship year - specifying the need for the project, goals to be met by the project, how the goals will further the understanding of innovation and growth, and a timeline - will provide the basis for applications. Fellows will work on their project and participate in activities of the Leadership Program and other faculty workshops and colloquia.

The Fellow will benefit from the mentorship of Leadership Program Faculty Directors Helen S. Scott, Professor of Law, and Gerald Rosenfeld, Clinical Professor of Business at NYU Stern and Deputy Chairman of Rothschild North America. Kauffman Fellows receive a stipend, anticipated to be approximately $45,000 for the coming academic year, as well as health insurance, a conference and book allotment, and space to work in the Law School. The fellowship will be granted to one fellow each year for three years.

A Selection Committee comprised of Law School faculty and members of the Leadership Program's Advisory Board will select the fellows. Projects will be selected for funding based upon the potential of their research to enable a more robust and nuanced understanding of the relationships between law, innovation, and growth. Fellows will be chosen on the basis of their demonstrated academic excellence, their commitment to scholarship and policymaking, and the quality and feasibility of the proposed project.

Small Scale Grants for Youth-led Projects International

Peace Child International has created the “Be the Change!” Programme (BTC!) to support young people to get involved in local community action and development projects. They aim to encourage young people to BE THE CHANGE they want to see in their communities and to make it possible we created a small scale grant programme for youth-led projects.

If you are below 25 years old and have a project that concentrates on the development of your community at a local level, take a deep look in the requirements for the grant programme and submit your proposal to Peace Child International.

The Be the Change! desk officers will guide and advise you to identify your own local issues, priorities and problems and also help you to provide your own solutions.

# The kind of projects supported: are projects that are genuinely youth-led
# are projects, which benefit the community rather than an individual need (no support for school fees or personal trips)
# are projects up to £500 with a detailed budget
# have two experienced and committed adults to mentor the project: following the principles of the co-management
# have measures of achievement (indicators) by which projects may be evaluated
# can be either income-generating (funds to start up a small business and creating jobs) or it can be non-income generating (for health, education, environmental clean-up or community improvement) social programmes which are of genuine and lasting community value.

The Journalist to Journalist Project of the National Press Foundation is offering scholarships to its four-day training program on HIV/AIDS in Vienna, Austria prior to the 18th International AIDS Conference. This biennial conference brings together scientists, policy-makers and global stakeholders in HIV/AIDS. NPF has a special interest in applicants from Eastern Europe and the former Soviet Union. Preference will be given to applicants who have not attended a J2J program in the past. Fellowships that include air travel, lodging, per diem, and most meals are open to journalists who have covered HIV/AIDS or health for at least three years. The deadline for applications is 6 April 2010.

Thirty fellowships will be awarded to qualified print, radio/broadcast, and online journalists. Applications are encouraged from reporters with experience covering the social, economic and larger societal impact of HIV/AIDS, as well as the science and medicine.

All applicants must have strong English speaking and reading skills. Applicants will be asked to rate proficiency on the online application.

The fellowships include air travel to and from Vienna, lodging, a per diem, most meals during the training, and lodging and per diem during the conference.

To submit a complete application, you must:

As many of you know, we are excited to be offering the second session of POMED's seminar courses for policy professionals this spring, featuring lectures by leading experts on political dynamics in the Middle East and U.S. tools and strategies for supporting reform. However, partly as a result of Snowmaggedon (and Snowmaggedon II), we've decided to push back the start of our spring courses by two weeks. Each course will begin the second week of March and will meet one evening a week, from 7:00-8:30, for 10 weeks. Registration is now open, and each course will be capped at 12 students, so sign up today!

The first course, "Autocratic Persistence: Sources and Varieties of Change," takes an in-depth look at the unique political context and dynamics of political change in the Middle East. This course will meet on Monday evenings beginning the week of March 8.

The second course, "Supporting Democracy in the Middle East: Tools and Strategy," examines the tools and strategies available to U.S. policymakers for encouraging genuine democratic progress, the links between these tools in theory and practice, and the process of policymaking from budgeting to decisions to execution. This course will meet on Wednesday evenings beginning on March 10.

This spring the two courses will be chaired by Marina Ottaway and Scott Carpenter, respectively, and lecturers will include Jim Kolbe, Tom Malinowksi, Rodney Bent, Nathan Brown, and Tom Melia.

International Law Competition "Youth for Peace" - is an annual contest on International Law organized by the Educational Establishment of the Federation of Trade Unions of Belarus "International Institute of Labour and Social Relations". The main goal of the Competition is to promote active participation of young people in political and cultural life of society and to disseminate knowledge about International Humanitarian Law.
V Anniversary Competition will take place in 2010. During previous 4 years students from Armenia, Austria, Belarus, Brazil, China, Czech Republic, Estonia, France, Kyrgyzstan, Macedonia, Moldova, Netherlands, Poland, Romania, Russia, Serbia, Tajikistan, UK and Ukraine took part in the Competition.

Participation in the Competition
Working languages of the Competition are Russian and English. In order to participate, a team must consist of three undergraduate (university) students (3) none of whom has taken part in the Competition previously and all of whom should generally be under 31 years old. Participation of mixed teams (interuniversity) is allowed.

The focal point process has been approved, due to lack of any dissent! This means, the call for new focal points is now open. *Mandate*
Focal points shall liaise with the UNFCCC secretariat on behalf of the youth constituency (YOUNGO). The main tasks of the focal points are:
- Disseminate information from the UNFCCC secretariat to the youth constituency;
- Transmit information from the constituency members to the UNFCCC secretariat;
- Promote the Code of Conduct to the youth constituency;
- Liaise with the secretariat at UNFCCC sessions;
- Identify interim Focal Point(s) who will be attending interim sessions (and make sure he or she has adequate information about existing issues)

Focal points have no decision-making or representation mandate. In cases of doubt concerning an important decision-making process, youth focal points shall abstain from making final decisions and report the issue to the constituency members for feedback and decision.

Additionally, focal points shall NOT:
- Speak to the press on behalf of the international youth caucus or constituency members;
- Be designated for caucus representative activities such as delivering statements;
- Represent the Youth constituency in a specific context (except if in relation to communication between constituency members and the UNFCCC secretariat).
- Combine it’s role with other UNFCCC related tasks (other leadership roles within YOUNGO or any particular delegation)

*Profile*
Ideally the Youth Focal Points should:
- Possess good understanding of UNFCCC processes;
- Possess good understanding of the international youth caucus and its processes;
- Possess good understanding of YOUNGO decision making processes;
- Have previous experience in communicating with the UNFCCC secretariat;
- Commit to a one year term;
- Promote the values and approaches of the Youth constituency: democratic, inclusive and representative decision-making processes, empowerment, transparency, cooperation and equity;
- Be able to attend the Conference Of Parties held during their term;
- Be able to ensure that the Focal Point role is their top priority during COP and intersessionals
- Have previous COP experience
- Be trusted and be able to build a trusting relationship with both Youth and the UNFCCC secretariat;
- Have experience in multicultural settings and interest in supporting a multicultural and international movement.

*Position*
The youth constituency within UNFCCC (YOUNGO) offers the following:
* Support from a team of committed individuals around the globe;
* The possibility to receive a stipend for COP-attendance (and interim sessions) pending availability of funds;
* A great learning opportunity and a chance to help making history.

You are invited to join a Q&A call with UNFCCC voting youth and organizations to speak about your interest in the position and answer any questions. This call will be recorded for all youth to listen who cannot attend the call.

Voting will take place following the process outlined here:

There will be 2 voting constituencies each having 50% of the votes, with all voting taking place before 31 January at 12:00 noon GMT.

The first one consists of organisations active in YOUNGO and the UNFCCC process, including youth-led organizations that are UNFCCC-accredited, that are in the application process for UNFCCC accreditation, or have expressed an interest to become UNFCCC-accredited
The second one consists of individuals committed to action on climate change and interested in the UNFCCC process, originating from the main unfccc-youth list though open to any youth who truly wants a say in the Focal Point vote
Each individual will have to identify as from a certain region; if any region is not represented after one week with more than 5 percent of the total vote, the voting is reopened for individuals from those particular regions for an extra week.
Each individual and each organization will have the right to place a vote for one candidate from the Global North candidate and one candidate from the Global South.
One candidate from the Global South with highest number of votes received (within the candidates from the South) and one candidate from the Global North with highest number of votes received (within the candidates from the South) will be selected as the two focal points. By 10 February at the latest, they will decide which one will be the Primary Focal Point.

3. Develops and supports the commissioning of studies and analysis on gender in democracy;
4. Identifies strategies and opportunities to support women’s participation and representation in positions of power and decision making;
5. Collates and analyses information to enhance the Global Quotas Database Project and maintains comprehensive knowledge base on quotas;
6. Prepares knowledge based drafts on global trends and developments on achieving gender equality in democracy building;
7. Supports networking and partnership initiatives for engaging regional and global organizations to promote gender equality and women’s empowerment;
8. Assists in the design and planning of regional and global activities on knowledge exchange and information sharing on the intersection between democracy and gender;
9. Provides assistance in commissioning studies and analysis including the drafting contracts and Terms of Reference for consultants;
10. Actively integrates the inclusion of a gender perspective in all programming activities;
11. Carries out other duties as assigned by the Senior Programme Officer, Democracy and Gender or any person designated by him/her.

2. Qualifications and skills

Basic qualification requirements:

2.1 Level and type of formal education:

* Minimum BA and preferably a MA in Political Science, Social Science, Gender studies, Development or equivalent.

2.2 Professional experience:

* Minimum of five (5) years experience working in gender focused democracy and governance related areas. Solid knowledge and understanding of the cross cutting nature of gender.
* Relevant field experience in any one of International IDEA's focus regions Latin America, Africa, Asia or the Arab World preferably in the areas of elections, human rights, democracy and governance would be an asset.

2.3 Functional competencies:

* Good level of political maturity, personal initiative and creativity;
* Possess knowledge of major international trends and development in the field of gender in relation to democracy and or governance;
* Ability to relate to and influence senior policy makers, Member States’ representatives etc;
* Excellent analytical, drafting and problem solving skills;
* Good organisational skills and efficiency-driven perspective;
* Good negotiation, advocacy and communication skills, including public speaking, with the ability to engage and inspire a wide range of audiences;
* Good sense of initiative, ability to set priorities and work under pressure with accuracy and dedication;
* Proven ability to conceptualize, innovate, plan and execute ideas and to transfer knowledge and skills.
* Ability to provide inputs for conceptualising strategies and designing programmes of work;
* ability to analyse and evaluate critical matters pertaining to a broad spectrum of gender equality and women’s empowerment issues;

2.4 Work relationships:

* Liaises with partners and donors and coordinates fundraising proposals, budgets and contracts.

2.5 Supervisory responsibilities:

* Occasional supervision of Assistant Programme Officers, Research Assistants and/or Interns.

2.6 Independence of work:

* Independent work within the general framework of International IDEA’s Strategy and Programme of Operations;
* General International IDEA guidelines apply.

2.7 Impact of work:

* The work has a direct impact on the implementation of International IDEA’s key impact areas at headquarters, and in regional and country offices, as well as with International IDEA’s strategic partners and existing or potential member states;
* Errors or failure to perform may seriously compromise the capacity of International IDEA to accomplish the goals specified in the work plan.

2.8 Difficulty of work:

* The incumbent is expected to show a high level of professionalism, personal initiative and creativity. S/he will also be expected to possess and continuously update her/his knowledge of major international trends and development in the field of elections, democracy and governance. S/he should be able to work under tight deadlines and to cope with situations of stress and in addition should be willing to travel on official missions. Complex and intellectually demanding work.

* Other: Any other widely spoken language in an International IDEA priority region would also be an asset.

Connecting Leaders for Positive Change

The Swedish Institute Young Leaders Visitors Program (YLVP) is an intercultural leadership program that focuses on social media as a tool for positive change. The program invites young opinion-makers from Sweden and selected countries in the MENA region who are actively working for social change in their respective contexts. This year the program will have an extensive focus och social entrepreneurship and applications from Yemen will also be considered.

The YLVP promotes exchange of knowledge and creativity and helps strengthen young opinion-makers leadership and ability to work actively for social change on issues related to democracy and human rights.

The Swedish institute is now reaching out to young determined visionaries who are covering social developments and working for a positive change in the following countries; Algeria, Egypt, Jordan, Lebanon, Morocco, Palestine, Syria, Tunisia, Yemen and Sweden. "Equality and Justice under the Rule of Law"

The mission of IWP is to use grant-making and programmatic efforts to promote and protect the rights of women and girls in priority areas around the globe where the principles of good governance and respect for the rule
of law are absent or destroyed because of conflict. IWP seeks to promote the advancement of women's rights and gender equality in law and practice, and the empowerment of women to ensure participation in the democratic processes.

FOCUS OF THIS CALL FOR PROPOSALS:

IWP invites proposals focusing on one or more of the following objectives:

1) Reducing discrimination and violence against women.

IWP seeks to support initiatives that improve the status of women by:

-Strengthening legal frameworks and enforcement mechanisms that focus on women's rights.

-Strengthening civil society's capacity to hold governments accountable to implement laws.

-Increasing women's capacity to understand and claim rights.

2) Strengthening women's access to justice

IWP seeks to support initiatives that strengthen judicial response to women
and reduce the obstacles to access by ensuring:

-Legal aid, counsel and assistance is available and resourced.

-Judges, lawyers and prosecutors understand and apply gender justice.

-Transitional justice mechanisms are equitable and inclusive of women.

3) Increasing women's role as decision-makers and leaders

IWP seeks to support initiatives that encourage and increase women's role as
decision-makers in a number of arenas including the following:

-Peace and reconciliation processes

-Electoral and legislative processes

-Disarmament, Demobilization and Reintegration (DDR), Security Sector Reform (SSR) and reconstruction programs.

Proposals are solicited for the following countries only within the following focus areas only:

Asia:

-Nepal (Focus area 2 only)

Europe:

-Bosnia & Herzegovina (Focus areas 1 and
2)

Latin America:

-Colombia (Focus areas 1, 2 and 3)
-Guatemala (Focus areas 1, 2 and 3)

Middle East and North Africa:

-Occupied Palestinian Territories (Focus areas 1 and 2)

Proposals benefiting other countries will NOT be considered at this time.

Grant support:

Organizations can apply for general support grants or support for a specific project. General support grants are intended for organizations which focus on one or more of the listed objectives. A general support
grant supports unspecified organizational costs. Such a grant is not awarded for any particular project or purpose. The review process for this grant type will be exceptionally selective. Project support grants are intended to fund targeted initiatives related to one or more of the listed objectives.

Preference is given to:

-Organizations managed and led by women.

-Organizations that have a five-year plus track record and demonstrate sustainability.

-Organizations that forge partnerships with other civil society groups working on similar issues.

-Local/indigenous independent non-governmental organizations or initiatives that link local and international organizations.

Grant amount & funding timeframe:

Organizations can apply for one to three year grants ranging from $25,000 to $200,000 per year. Please note multi-year proposals will require an annual assessment report prior to releasing the subsequent tranche of funds.

We wish to inform you that the Global Human Rights Leadership Training Institute (GHRLTI) is now accepting applications for the 5th edition of its Certificate Course on Gender Development Training, 8th February – 10th March 2010.. Please help circulate this announcement.

Course Description:

This course is designed to prompt an exploration of common behaviours and attitudes towards gender differences. It will present facts and figures about the situation of women and men in our society today – and references from key documents that highlight policies formulated to address gender concerns. Recent events have shown that if governments are serious about achieving the Millennium Development Goals, MDG’s, it is essential that gender be taken into account for all the goals.

The course also features a number of exercises and reflective activities designed to explore basic gender concepts and enhance gender analysis skills, which can be applied in the formulation of policies, the design of programmes, and the exercise of evaluation..

Benefits:

The overall purpose of the training programme is to enhance the gender-responsive planning of key institutions and the management skills of their employees, so that they can more effectively play their part in implementing gender-sensitive development policies as well as mainstreaming gender in order to achieve the Millennium Development Goals, MDG’s.

Course Content:

This 5-weeks part-time course comprises 6 modules. The module outline is included below:

Target Audience

The course is aimed at gender focal points, women organisations, programs and project managers, researchers, policy-makers, activists, women advocates and feminists, students, staff of NGOs and CBOs, staff of UN specialized agencies, donor agency field workers, volunteers, development actors, trainers, students, government officials etc. Candidates should have a good written command of English language and high competence and comfort with computer and internet use..

Entry Requirement:

Students must have a current e-mail account, regular access to and general familiarity with the internet and mobile phones.

Course Delivery:

Interaction with students will be via the Global Human Rights Leadership Training Institute training platform and all course notes and guidelines for study will be delivered and accessible to students in electronic format. (http://www.justiceg roup.us/GHRLTI)

Each week a new module is available to the students. At the end of each week, an assignment is completed by the students and marked by the course experts. Assignments are in the form of written assignments.

Award of the Certificates:

Statistics from previous courses showed that submission of assignments and receiving online tutoring help participants to integrate gender in their various activities. Certificates can be awarded only to those students who:

1) Completed all assignments and Final Exam

2) Obtain a combined final mark of 50% or more for the assignments and Final Exam

Successful students will receive the GHRLTI Certificate in Gender Development Training.

Course Fee: The course tuition fee is US$300. Course fees include access to all course materials, expert support, assignments as well as postage and packaging of a certificate. There is a limited amount of partial scholarships available for applicants from developing countries, based on financial need.

Location: Online (GHRLTI master platform)

Total Duration: 5 Weeks, approximately 25 hours learning time

Armed with digital cameras, computers and their own boundless creativity, young people across the globe are bravely exposing human rights issues faced by themselves and their communities. YOUTH PRODUCING CHANGE provides a platform for youth to share their perspectives with audiences worldwide.

Submission requirements:

* Age of youth media maker: The work must have been created by youth ages 19 and under. In order for a film to be eligible, at the time of production youth under the age of 19 must have served in the majority of creative and technical production roles as directors, writers, camera-person, editors, animators, etc.

* Short films 15 minutes or under preferred. Films longer than 20 minutes will not be considered.

* Language: Films of all languages are welcome, however films must have English subtitles if the spoken language is a language other than English.

* Format: DVD(preferred) or VHS. We can accept entries using NTSC or PAL. Submissions will not be returned. Sorry, entries sent in on Mini DV can NOT be considered.

* Authority to Submit the Film and License: By submitting the film, you acknowledge that you have the full right and authority to submit the film to the YOUTH PRODUCING CHANGE program and you grant to Human Rights Watch, Adobe Youth Voices and the Human Rights Watch International Film Festival a free license to screen and exhibit the film for evaluation purposes.

* Ownership and Copyright: By submitting the film, you acknowledge that you are the sole author and owner of the film, or if you are not the sole author,you have secured all necessary and appropriate rights, written permissions, and releases in connection with submitting the film. In particular, all music and other rights must be cleared for non-exclusive educational, online, broadcast and theatrical distribution. Please check out The Center for Social Media's Copyright & Fair Use guidelines for more information.

* Minors(i.e., Youth under 18 years of age): Human Rights Watch encourages you to read this document carefully with your parent (or duly appointed guardian) and consult with your parent (or duly appointed guardian) before submitting your film.

If your film is selected for the YOUTH PRODUCING CHANGE program, we will require you to sign a separate film license agreement allowing your film to be screened in and used as part of the YOUTH PRODUCING CHANGE program and our film festivals and for your parent or legal guardian, and in some jurisdictions both parents and/or legal guardians, to also sign the film license agreement. Your submission and the film license agreement will be governed by the laws of the State of New York.

How do I submit my film?
Submitting your film to YOUTH PRODUCING CHANGE is easy! Please follow the following 3 steps:

1. Read through the following instructions and enter your film information into our online submission form by January 15, 2010 (deadline).

Please note: By submitting your film to YOUTH PRODUCING CHANGE, you acknowledge that (a) you have read and fully understand this “Call for Submissions” document in its entirety, (b) if you are below 18 years of age, your parent or legal guardian has given his or her consent for you to submit the film, and your parent or legal guardian has read and reviewed the “Call for Submissions” document with you in its entirety, (c) you certify that all statements in the submission requirements section of the “Call for Submissions” document are true, and (d) you have the power, authority and legal right to submit your film.

2.The screening committee will contact you if they are interested in screening a copy of your film/video/animatio n.
After reading the information you submit, we will be in touch to let you know if we would like you to send us a copy of your film/video/ animation.
All submissions will be reviewed by our intergenerational screening committee made up of high-school aged youth and adults. In selecting films for YOUTH PRODUCING CHANGE, Human Rights Watch will concentrate equally on human rights content, factual accuracy and artistic merit.

You acknowledge that Human Rights Watch, Adobe Youth Voices, the Human Rights Watch International Film Festival and the YOUTH PRODUCING CHANGE program are not responsible for lost or damaged submissions.
You acknowledge and agree that: (a) the intergenerational screening committee has the sole authority in its own discretion to select or reject films for YOUTH PRODUCING CHANGE, and any decision made by our intergenerational screening committee will be final, and (b) we have no obligation to use or distribute your film, and we may cancel, modify or delay the YOUTH PRODUCING CHANGE program without notice to you.
You also acknowledge that Human Rights Watch has received many submissions, one or more of which might be similar or substantially identical to your film submission. بصفته من رواد مجال صناعة الإعلام في منطقة الشرق الأوسط و شمال إفريقيا، يدعوكم معهد البحر الأحمر للفنون السينمائية المشاركة في إحتفال إفتتاح التسجيل في معهد البحر الأحمر للفنون السينمائية للعام الدراسي 2010/2011.

ينفرد المعهد على مستوى الوطن العربي بمنح درجة الماجستير في الفنون السينمائية، و الذي تأسس في عام 2008 بدعم من الهيئة الملكية للأفلام – الأردن و جامعة جنوب كاليفورنيا للفنون السينمائية، ويضم ما يقارب الخمسين طالباً من عدة دول منها(الأردن، مصر، الكويت، سوريا، لبنان، فلسطين، تونس و إيران) يعملون معا لبناء المستقبل السينمائي في المنطقة حيث يستمر البرنامج الأكاديمي للطلبة المقبولين مدة عامين و الذي يتضمن سلسلة مستمرة من الحلقات الصفية التفاعلية وورشات انتاجية جماعية تمكنهم من العمل في مختلف أشكال الإعلام المرئي والمسموع، كالأفلام الوثائقية، والأفلام الروائية، إضافة إلى فنون التلفزة. وليبني كل طالب على مدار فترة دراسته سيرة عملية غزيرة ومميزة باحتوائها على مختلف اشكال العمل الإبداعي الإعلامي بما يضمن له المضي قدما في مستقبله المهني.

RSICA is the region’s first and only Masters of Fine Arts program in Cinematic Arts. We have nearly 50 students from Jordan, Palestine, Kuwait, Lebanon, Egypt, Tunisia, and Iran working together to build the future of cinema and television in the Middle East and North Africa (MENA) region. In association with the University of Southern California’s world-renowned School of Cinematic Arts and with the support of the Royal Film Commission of Jordan, we offer a 2-year intensive curriculum that offers the opportunity for regional storytellers to develop their skills, creativity, and talents to world-class levels.

ما هي اهتمامات "الدفاع الدولية"؟

تهدف "الدفاع الدولية" الى مكافحة انتهاكات حقوق الانسان عن طريق:

* تعزيز الوعي حول القضايا المتعلقة بحقوق الانسان، اي تعزيز الوعي بين صانعي السياسات وبين الشعوب ووسائل الاعلام؛

* تعبئة الرأي العام وجمع المعلومات ونشر المعرفة حول حقوق الانسان؛

* الضغط على الحكومات لتنفيذ الاتفاقيات والمواثيق وغيرها من التدابير لضمان الحقوق الواردة في الاعلان العالمي لحقوق الانسان ـ حقوق مثل الحرية والامن ومقاومة الظلم؛

* تعزيز عمل المنظمات غير الحكومية لمنع حدوث انتهاكات لحقوق الانسان من خلال التشريعات الوطنية والمحلية والاقليمية، والتعليم العام والبحث؛

* القيام بحملات بما في ذلك حملات للافراج عن المعتقلين؛

* العمل من اجل البت بعملية الاصلاح واجراء التعديلات في القوانين والممارسات من اجل ترسيخ حقوق الانسان؛

* وقف كل اشكال العنف والانتهاكات الاخرى لحقوق الانسان اثناء النزاعات المسلحة؛

* الدفاع عن نشطاء حقوق الانسان؛

* استعراض التطورات فى مجال حقوق الانسان، وقياس مدى التزام الدول وباقي الاطراف بالتزاماتها؛

* تعزيز الجهود التعاونية وتوفير منتدى للمنظمات غير الحكومية لتبادل الخبرات وبناء المهارات؛

* دراسة حقوق الانسان في سياق التطورات التي تطرأ على الساحة الدولية؛

* نشر ثقافة حقوق الانسان وقيم الديمقراطية واشاعة مناخ السلام، وطنياً وعالمياً؛

* بناء قدرات منظمات المجتمع المدني من أجل تمكينها من لعب دور في حركة الانتعاش ونشر الرغبة في الحياة بعد انتهاء الصراعات؛

* اعتماد وترسيخ ثقافة الحوار واللاعنف والسلام والمساواة والتضامن عند الافراد، والمعاني الثقافية في هذا الصدد ينبغي ادراجها كجزء لا يتجزأ من الممارسات اليومية؛

* خلق مجتمع فاعل وسليم، تكون الديمقراطية والقيم الانسانية واللاعنف والوئام من اهم الدعائم لهيكله ؛

* تعزيز التفاهم والاحترام المتبادلين من خلال التفاعل بين الحضارات؛

* تعزيز أصوات الضحايا في المناقشات السياسية والاقليمية والعالمية؛

* التعريف بالتطورات الحاصلة في مجال حقوق الانسان في سياق التطورات الحاصلة على الساحة الاقليمية والدولية؛

* تطوير التدابير اللازمة لمقاومة العنف ضد النساء والأطفال بما في ذلك العنف العائلي؛

كيف تعمل "الدفاع الدولية"؟

"الدفاع الدولية" هي هيئة غير حكومية عالمية تتألف من مجاميع متنوعة للغاية تعمل في ميادين مختلفة، في جميع أنحاء العالم، لتحرير البشرية من المعاناة والظلم والوحشية والانتهاكات الجسيمة لحقوق الإنسان والقانون الإنساني.

يستند هيكل "الدفاع الدولية" على شبكات من الافراد ومنظمات المجتمع المدني، شبكات وطنية ودون اقليمية واقليمية ودولية، هذه الشبكات تضمن ان المنظمة تعمل حسب احتياجات واولويات اعضائها ومسانديها وشركائها.

About the WPI Fellowship

In 47 years, over 500 journalists from 94 countries have benefited from the WPI experience.

WPI fellows begin their fellowship in Minneapolis- St. Paul, Minnesota, with briefings about aspects of the United States. The fellows then embark on a journey across the U.S., with briefings, interviews and visitations in states in the nation.

Selection is a competitive process. Each year, 100-200 journalists outside the U.S. apply.

Candidates are not considered if their application package is late or incomplete. After the WPI staff winnows the number of applicants to 30 or so, the fellows are picked by the WPI selection committee, composed of journalists and corporate communications specialists, all with international experience.

WPI is committed to achieving racial and gender equity in its selection of fellows, topics and persons interviewed.

How to apply for the fellowship

The application deadline for the 2010 program year is January 31, 2010. The eight-week program will begin Aug 16 and end Oct. 8

زمالة في امريكا لمدة اربعة اشهر

لدى الصحفيين من كل بقاع العالم الذين لديهم خبرة صحفية لا تقل عن خمس سنوات ومن الذين اظهروا مهارات قيادية اثناء العمل فرصة التقديم على زمالة تستمر لمدة اربعة اشهر في الولايات المتحدة. الموعد النهائي للتقديم هو 31 كانون الاول/ ديسمبر الحالي.

وتتضمن زمالة معهد صحافة العالم (دبليو بي آي) تعريف المشاركين بطبيعة العمل والتغطية الاعلامية في وسيلة اعلامية اميركية من خلال الجولات، المؤتمرات الصحفية، والحلقات النقاشية. يقام البرنامج عادة بين تموز/ يوليو وتشرين الثاني/ نوفمبر.

تغطي زمالة (دبليو بي آي) تكاليف السفر الدولي والمحلي، السكن والمعيشة، اضافة الى مصروف جيب يومي خلال مدة الزمالة.

أين نحن من الإعلان العالمي لحقوق الإنسان..!

يعد الإعلان العالمي لحقوق الإنسان، الذي أصدرته الجمعية العامة للأمم المتحدة عام 1948م، وثيقة تاريخية هامة، وإنجازا كبيرا على صعيد حقوق بني البشر، فقد جاء الإعلان إقرارا بكرامة الإنسان، واعترافا بحقوقه في المساواة والعدالة، والحياة الحرة والكريمة؛ وقد أشارت الجمعية العامة إلى كافة البلدان على أهمية نشر الإعلان وتوزيعه وإدراجه كبرنامج تثقيفي في المدارس والمعاهد التدريسية، وكل هذا جاء ابتغاء لعالم يتمتع فيه الفرد بكافة حقوقه، في إطار من الأمن والعيش الكريم بعيدا عن الخوف وذلّ الحاجة، وكم تذكرنا المادة الأولى من الإعلان العالمي لحقوق الإنسان، بقول الخليفة عمر بن الخطاب وهو يزجر أحد المنتهكين بعدوانيته إزاء حقوق إنسان آخر: (متى استعبدتم الناس وقد ولدتهم أمهاتهم أحرارا).. قارنوا قول الخليفة هذا بالمادة الأولى من الإعلان العالمي والتي نصّها: (يولد جميع الناس أحرارا متساوين في الكرامة والحقوق، وقد وهبوا عقلا وضميرا، وعليهم أن يعامل بعضهم بعضا بروح الإخاء) فليت الإسلام السياسي اليوم، أن يقتدي بقول عمر، ويأخذ في البال الإعلان العالمي لحقوق الإنسان، ويضنّ بالتالي بأرواح البشر، لا أن يفجع الناس بمشاهد مروعة تقشعرّ لها الأبدان… ثم تشير المادة الثانية من الإعلان، على سواسية بني البشر، دون أي تمييز في القومية أو الدين أو اللون أو الجنس أو الرأي.. ثم تأتي المواد التالية، فتكمل شروط صون كرامة الفرد، وحقوقه، وتوفير الأمن، ومنع الاسترقاق، أو استعباد أي فرد، وعدم تعرض أي إنسان للتعذيب أو الحط من كرامة المرء…

إن مثل هذه الحقوق التي يتضمنها الإعلان العالمي، نفتقدها - للأسف - في عالمنا العربي، حتى أصبحنا نسمع هنا وهناك بوفاة إنسان ما تحت التعذيب، دون أن تكفل له التشريعات اللازمة باعتباره الشخصية القانونية كما يصرح بذلك الإعلان نفسه، الحماية اللازمة، ليدفع عن نفسه مثل هذا الأذى، ويلجأ إلى القانون لحمايته بالتالي، أو إلى القضاء لينصفه، كما يقر بذلك الإعلان في مواده الثامنة والتاسعة والعاشرة.. إن الإعلان العالمي لحقوق الإنسان يضمن للفرد الكثير من الحقوق، ويجنبه كثيرا من التعديات والتجاوزات… فالمتهم بريء حتى تثبت إدانته، والحكم يأتي بعد أن يمثل الفرد أمام قضاء نزيه يوفر له الضمانات للدفاع عن نفسه… إن الإعلان يجيز للفرد حرية التنقل، ومغادرة بلاده، والبحث عن ملاذ آمن في بلد آخر هربا من الملاحقة والاضطهاد، ومن حقه بالتالي التمتع بجنسية بلد ما، فلا يحق لأية جهة أن تنتزع منه الجنسية تعسفا… كما إن الإعلان يبيح للفرد حق التملك، ويمنع بالتالي تجريده تعسفا من ملكه، فضلا عن هذا وذاك فالإعلان يعطي للفرد حق الانضمام إلى أية جمعية أو تنظيم، أهلي مدني، أو سياسي بمطلق الحرية والرغبة دون قسر أو إرغام..
الإعلان العالمي لحقوق الإنسان، يرى ضرورة إيجاد فرص العمل للفرد بأجر عادل ومجز، وحمايته من البطالة، بغية تأمين نمط من العيش بعيدا عن العوز والفاقة، وتوفير ما يلزم لإتاحة الفرص في التعليم… وقد حذّر البيان في ختام مواده جميع المعنيين بذريعة أي تأويل، من النزوع إلى هدم الحقوق والحريات الواردة في الإعلان…
إذا ما انطلق واحدنا من الواقع العربي، وهو يستعرض مواد الإعلان العالمي لحقوق الإنسان، فسوف يجد نفسه، أمام واقع آخر، واقع مغاير، أمام مفارقة كبيرة، بين المبتغى في الإعلان والواقع العربي المعيش، حتى يخيّل لواحدنا أن الإعلان يرصد واقعا مثاليا يبتكره خيال الإنسان لا عقله؛ فما زالت النظم العربية بعيدة عن التعايش مع مبادئ أساسية في حياة البشر والدول، كالحرية والمساواة وإرساء أسس العدالة، لأن الشرط الأول الذي تقتضيه هذه المبادئ هو عدم حصر السلطة في حزب ما مثلا، أو حكرها من قبل جهة واحدة، لكن أنظمتنا العربية بعيدة عن هكذا مناخات من الديمقراطية،

فلطالما السلطة الحاكمة هي التي ترعى القوانين، فكثيرا ما تقوم بصياغتها من جديد، وتأويلها وتفسيرها بما يضمن لها التحكم والسيطرة والاستمرارية، وبالتالي نسف تلك الحقوق والمبادئ التي يشهّرها الإعلان... إن التجاوزات القائمة من قبل النظم العربية لا يمكن حصرها في مجال ما، فما زال تعذيب المعتقل الأمر المنكر والفظيع ممارسا من قبل غالبية السلطات العربية الحاكمة، ويشهد على ذلك ضحايا التعذيب حتى الموت، فضلا عن الاعتقال الكيفي، وزج العشرات في أقبية السجون دونما محاكمة، أو على أحسن تقدير محاكمة صورية، كما أن الحجز على حرية الفرد، ومنعه من السفر، وسحب جواز سفره.من الممارسات الاعتيادية، وأيضا محظور على مختلف الأحزاب والتنظيمات حق التظاهر السلمي، ولو كان في سبيل مسألة قومية أو وطنية، فالشعب هنا ليس مصدر السلطات، بل محكوم هو بإسار سلطة جائرة، تحكم عنوة، فلا تسمح السلطات بالتعددية على صعيد الأحزاب والتنظيمات، وبالتالي لا تعددية في الآراء، كحق التعبير خلال حشد جماهيري، أو تجمع سلمي، أو حتى على صعيد نشر الصحف. فضلا عن حالات أخرى عديدة...

إن الإنسان هو ركن الحياة الأول دون منازع في الكون، وهو دائما ينزع إلى الكمال، وإن سعي الأمم المتحضرة للرقي بالإنسان إلى هذا الكمال المنشود، من خلال تمتعه بتلك الحقوق التي يفردها الإعلان العالمي لحقوق الإنسان، أمر محمود له ما يبرره، فإذا كان تحقيق هذه المبادئ عصي على التطبيق في بعض العوالم، منها العالم العربي، ولطالما أن تحقيق ذلك لا يدخل في خانة الاستحالة، فإذن ينبغي علينا أن نسعى ونناضل في سبيل تحقيق تلك المبادئ، وبمجرد السير في هذا الطريق، هو مناضلة وإيمان بتلك المبادئ، فلا بدّ إذن من مواصلة النضال حتى يتحرر الإنسان من وطأة الظلم والطغيان، وليشهد حالة مريحة، تترجم فيها كثير من تلك المثل التي ضحّى من أجلها الإنسان منذ الأزل إلى حقائق واقعية، ليستمتع الفرد بنعم الحياة وفي مقدمتها حريته الوافرة، وكرامته المصونة.. ولقد كرّمنا بني آدم...

العرب يواجهون 6 تحديات انمائية في السنوات الـ10 المقبلة

قال تقرير تحديات التنمية في الدول العربية والصادر عن جامعة الدول العربية يوم الاحد 20/12/2009 ان الدول العربية تواجه ستة تحديات إنمائية خلال السنوات العشر المقبلة وانها تحتاج الى اطار جديد للتنمية لمغالبة تلك التحديات وعلى رأسها أن يتبني العرب سياسات نمو مناصرة للفقراء.

لكن دولا عربية أبدت تحفظات على التقرير الذي يقع في 48 صفحة والذي صدر على هامش اجتماعات مجلس وزراء الشؤون الاجتماعية العرب التي بدأت يوم الاحد في مقر جامعة الدول العربية بالقاهرة.

وقال التقرير الذي صدر بعنوان (تحديات التنمية في الدول العربية.. نهج التنمية البشرية) ان من بين التحديات الكبيرة التي تواجه العرب حتى 2020 " خلق 51 مليون فرصة عمل جديدة... واقتصاد كلي يحمي الفقراء من ارتفاع الاسعار بسبب الازمات العالمية."

وأجمل التقرير التحديات الستة التي تواجه العالم العربي في "اصلاح المؤسسات وتوفير فرص العمل وتعزيز وتمويل عمليات النمو لصالح الفقراء واصلاح نظم التعليم وتنويع مصادر النمو الاقصادي وزيادة الامن الغذائي والاكتفاء الذاتي في ظل القيود البيئية القائمة."

وشدد على أن التعامل مع هذه التحديات يحتاج الى "نموذج شامل يعتمد نهج التنمية البشرية القائم على الحريات كأساس لتحقيق التنمية."

تقدم محدود نحو الحد من فقر الدخل

يوضح التقرير أنه على الرغم من تحقيق معدلات نمو إقتصادي مقبولة منذ عام 2000 في المنطقة مما انعكس على خفض معدلات اللامساواة التي كانت تتزايد قبل ذلك، إلا أن نسبة الفقر العام لا زالت مرتفعة وتصل إلى 40% في المتوسط مما يعني أن ما يناهز 140 مليون عربي يعيشون تحت خط الفقر الأعلى. فضلاً عن ذلك تدل المؤشرات على أنه لم يحدث أي انخفاض في متوسطات الفقر على المستوى العربي خلال السنوات العشرين الماضية (قياساً علي معدلات عام 1990) ، بل إن بعض البلدان شهدت زيادة في معدلات الفقر.و لا يقتصر التحدي الذي يواجه الدول العربية هنا على تحقيق معدل نمو مرتفع، وهو أمر ضروري للحد من الفقر بشكل سريع، بل يجب أيضاً تحويل النمو بشكل أسرع وأكثر فعالية إلى الحد من الفقر من خلال تطبيق سياسات فاعلة لإعادة توزيع الدخل.

أعلى معدلات بطالة في أوساط الشباب عالمياً

يشير التقرير إلى أن نسبة الشباب من إجمالي السكان العاطلين تزيد على 50% بالنسبة لمعظم الدول العربية مما يجعل معدل البطالة بين الشباب في الدول العربية الأعلى في العالم كله. فوفقاً لتقديرات منظمة العمل العربية بلغت نسبة البطالة بين الشباب في الشرق الأوسط وشمال إفريقيا 25.7% قي عام 2003 وهو المعدل الأعلى عالمياً ويفوق المعدل العالمي بنسبة 77.8%. يتمثل التحدي العربي في هذا المجال في ضرورة توفير 51 مليون فرصة عمل جديدة خلال السنوات العشر القادمة أي بحلول عام 2020 حتي تتوفر المرونة المطلوبة في سوق العمل العربية. الجدير بالذكر أن توفير هذا العدد من فرص العمل لن يخفض معدلات البطالة بل سيسهم في منع زيادتها وإبقائها ثابتة حتى عام 2020.

أمن غذائي منقوص

لا يزال الأمل العربي بتحقيق الاكتفاء الذاتي من الغذاء عصياً على التحقيق، وإن نجحت دولتان عربيتان (سورية والسودان) في تحقيق الإكتفاء الذاتي من الحبوب. فلم تشهد نسب السكان الذين يعانون من نقص التغذية أي تحسن يذكر عن معدلات عام 1990. التقرير ينبه كذلك إلى خطورة أوضاع نقص التغذية علي وجه الخصوص في الدول العربية الأقل نمواً وتلك التي تعاني من أزمات سياسية وبيئية كما في الصومال والسودان واليمن. في سياق الأزمات العالمية في الغذاء والوقود يتمثل التحدي الرئيسي في أن الدول العربية التي يقطنها غالبية السكان الفقراء هي دول مستوردة للغذاء وهي كذلك إم ا مستوردة للوقود أو لديها صادرات وقود محدودة ومتناقصة، من ثم يكمن التحدي في إقرار سياسات الاقتصاد الكلي التي تعمل على المحافظة على استقرار الاقتصاد و تحد من تأثير ارتفاع الأسعار على المستهلكين الفقراء.

نحو عقد اجتماعي جديد في الدول العربية

يدعو التقرير الدول العربية إلي اعتماد نهج إقتصادي جديد يعتمد هذا النهج علي عنصرين مترابطين :

1- التحول من نموذج نمو قائم على البترول والمواد الأولية لا يحقق التنمية، إلى نموذج الدولة التنموية الذي يتوقف مقياس النجاح فيه على أداء القطاعات المنتجة و الحد من كل من الفقر وعدم المساواة وإيجاد فرص عمل.

2- ضمان حق الغذاء لكافة الشعوب العربية من خلال عقد إجتماعي عربي تتعهد بموجبه الدول الغنية بدعم عملية القضاء على الجوع في المنطقة كلها، وعلى وجه الخصوص في الدول الأقل نمواً. ويكون ذلك من خلال تحالف تنموي تساعد فية الدول العربية الغنية بالبترول شقيقاتها الأقل نمواً في الخروج من الركود الذي تعاني منه والشروع في تنفيذ خطط تنموية تقوم على النمو الشامل وتحقيق الإكتفاء الذاتي.

وصدر التقرير في جزئين يناقش الاول تحديات التنمية الاجتماعية والاقتصادية بينما يركز الثاني على تحدي الامن الغذائي.

وقال الامين العام للجامعة العربية عمرو موسى في التقديم للتقرير ان هناك اتفاقا بين القادة العرب على أن رفع معدلات التنمية "ضرورة لتحقيق الامن الاجتماعي والاقتصادي لدول المنطقة والذي لا يقل أهمية عن مواجهة التحديات التي تواجه أمنها الوطني."

وقالت نائب المدير الاقليمي للمكتب الاقليمي للدول العربية التابع لبرنامج الامم المتحدة الانمائي منى همام ان "معدلات التقدم نحو تحقيق الاهداف التنموية للالفية (الجديدة) في الدول العربية لا ترقى الى مستوى طموحات الشعوب العربية في تحقيق الطفرة التنموية المطلوبة."

The Cairo Institute for Human Rights Studies (CIHRS) is an independent regional non-governmental organization founded in 1993. It aims at promoting respect for the principles of human rights and democracy, analyzing the difficulties facing the application of international human rights law and disseminating human rights culture in the Arab region as well as engaging in dialogue between cultures. A key part of CIHRS' mandate is to help shape the understanding of the most pressing human rights issues within the region and then to coordinate and mobilize the key players and NGOs from across the Arab region to work together towards solutions. CIHRS enjoys consultative status in the United Nations ECOSOC, and observer status in the African Commission on Human and Peoples' Rights. Background about the International Advocacy Program

CIHRS has a long term strategic plan concerning Arab civil society participation in international human rights mechanisms with two primary objectives. The first is to contribute to the process of using the international and regional human rights mechanism such as the UN Human Rights Council, the African Commission on Human and People’s Rights, UN Treaty Bodies, Special Rapporteurs and other relevant institutions. The second is to contribute to protecting and supporting the development of international human rights mechanisms, this will be achieved by regular and systematic participation of Arab NGOs in the ongoing work of international human rights mechanisms, and by CIHRS coordinating a response to the problematic position of major regional actors.

Major responsibilities of the position

- The researcher is responsible for producing short reports and studies, written/oral interventions to the UN, country reports, background papers, policy briefs, press releases, newspaper articles, submissions to regional and international bodies and other written material to support the CIHRS’ advocacy goals. These documents will be based on quality research, including interviews with partners and stakeholders as well as library and internet research and in close cooperation with CIHRS' Geneva Office.

- The researcher will plan, coordinate and implement advocacy and lobbying campaigns based on the program’s direction expectations as well as engaging with regional and international human rights mechanisms. They will work with Egyptian, Arab, and international NGOs, as needed.

- The researcher will also keep abreast of developments at the international human rights mechanisms level and analyze laws and the main patterns and trends negatively affecting the human rights situation in the Arab region and outline, together with CIHRS' Research Unit, the organization's response to these developments and policies.

- The researcher will work closely and supervise the work of research assistants as well as occasional interns working in research.

- A minimum of 2 years experience working with human rights or civil society organizations or a Masters Degree in International Human Rights Law.

- Demonstrated commitment to universal human rights standards.

- Willingness and ability to travel abroad, work for extra hours and sometimes during weekends, function quickly and well under pressure, both independently and as a member of a team, and juggle multiple tasks.

في إحدى الجامعات

التقى بعض خريجيها في منزل أستاذهم

بعد سنوات طويلة من مغادرة مقاعد الدراسة

وبعد أن حققوا نجاحات كبيرة في حياتهم العملية

ونالوا أرفع المناصب وحققوا الاستقرار المادي والاجتماعي

وبعد عبارات التحية والمجاملة

طفق كل منهم يتأفف من ضغوط العمل

والحياة التي تسبب لهم الكثير من التوتر

وغاب الأستاذ عنهم قليلا

ثم عاد يحمل أبريقا كبيرا من القهوة، ومعه أكواب من كل شكل ولون

أكواب صينية فاخرة

أكواب ميلامين

أكواب زجاج عادي

أكواب بلاستيك

وأكواب كريستال

فبعض الأكواب كانت في منتهى الجمال

تصميماً ولوناً وبالتالي كانت باهظة الثمن

بينما كانت هناك أكواب من النوع الذي
تجده في أفقر البيوت

و عندما نركز فقط على الكوب فإننا نضيع فرصة الاستمتاع بالقهوة

وبالتالي أنصحكم بعدم الاهتمام بالأكواب والفناجين

وبدل ذلك أنصحكم بالاستمتاع بالقهوة

ولكنه يظل معتقدا ان غيره تزوج بنساء أفضل من زوجته

ينظر الى البيت الذي يقطنه ويحدث نفسه ان غيره يسكن في بيت افخم و ارقى

وبدلا من الاستمتاع بحياته مع اهله و ذويه

يظل يفكر بما لدى غيره ويقول :

مهرجان القاهرة الثاني لأفلام حقوق الإنسان:
صوت المعذبين ومنبر المهمشين

يركز مهرجان القاهرة الثاني لأفلام حقوق الإنسان على الجوانب الإنسانية والتأثيرات الاجتماعية والنفسية التي تطال ضحايا التعذيب والتعنيف، إضافة إلى التركيز على العلاقة بين المسلمين والمسيحيين في مصر وختان الإناث. نيللي يوسف ترصد لنا من القاهرة جوانب من هذا المهرجان.

المهرجان يشكل إطلالة على قضايا حقوق الإنسان في العالم العربي ومصر
"إن 70 " ليس فقط أحد أنواع الهواتف المحمولة الحديثة الذي يمثل الجيل الثالث من صناعة هذه الهواتف التي تحتوى على كاميرات تصوير وفيديو، بل هو اسم فيلم مصري قصير للمخرج أحمد نادر مقتبس عن قصة حقيقية لعب فيها الهاتف المحمول دور البطولة وهى القصة الشهيرة التي أثارت المجتمع المصري حول سائق الميكروباص "عماد الكبير" الذي تعرض للتعذيب وهتك العرض منذ عامين من ضابط بأحد أقسام الشرطة أثناء احتجازه، وهي القضية التي كان دليل الإثبات فيها الفيديو الذي تم تصويره من أحد الأشخاص بالغرفة المجاورة أثناء التعذيب بواسطة هاتفه المحمول.

وقد أثار الفيلم إعجاب الجمهور في أول عرض له بمكتبة البلد في وسط القاهرة ضمن فعاليات مهرجان القاهرة الثاني لأفلام حقوق الإنسان الذي نظمته مؤخرا منظمة المؤتمر الإسلامي الأمريكي من خلال فرعها بالقاهرة.
المخرج أحمد نادر يروى لموقع قنطرة أن فيلمه مختلف عن الأفلام التي تناولت واقعة تعذيب عماد الكبير من الناحية السياسية، حيث يركز في الفيلم على الجوانب الإنسانية والتأثيرات الاجتماعية والنفسية التي تلحق بمن يتم تعذيبهم وامتهان كرامتهم خاصة من الفقراء أمثال عماد داخل أقسام الشرطة أو في الشارع المصري بصورة عامة.

تفشي العنف في المجتمع المصري

يعرض المهرجان أيضا أفلاما عن أحوال المهمشين والمحرومين في مصر
ويضيف أن فيلمه يتناول حقيقة تفشي العنف بصورة كبيرة في المنزل والشارع المصري وأن الجميع أصبح يستخدمه ولكن بنسب متفاوتة طبقا لاختلاف الثقافة والوعي. ويضرب نادر مثالا على ذلك في الفيلم وهو أنه إذا اكتشف المواطنون لصا في احدى وسائل المواصلات، فإنهم يقومون بضربه قبل تسليمه للشرطة برغم أنه من المفترض أن يسلموه للشرطة وهى تقوم بواجبها ولكنهم يستخدمون عنفا لا يلتفت إليه أحد، وأيضا عنف المعلمين مع التلاميذ في المدارس، مشيرا إلي أن هذه الحوادث أصبح الهاتف المحمول هو الذي يكشفها في ظل تعامي أجهزة الدولة الرسمية عنها.

ويكشف لقنطرة أنه واجه صعوبات كثيرة في أثناء تصوير الفيلم، إذ أنتجه على نفقته الخاصة لأن الموضوع حساس وربما تتردد شركات إنتاج كثيرة عن تمويله، كما أنه تعرض لمواجهات مع رجال الشرطة أثناء التصوير بشوارع القاهرة والإسكندرية، ولكنه كان يخرج من هذه الورطة بسرد رواية وهمية لهم بأنه يصور فيلما عن شكل المعمار بالشوارع.

أما داليا زيادة رئيسة المهرجان ومديرة فرع الشرق الأوسط لمنظمة المؤتمر الإسلامي الأمريكي التي تتخذ من واشنطن مقرا لها وهي منظمة غير حكومية تهتم بنشر قيم التسامح والتوعية بحقوق الإنسان واستراتيجيات اللاعنف، تؤكد في حوار مع قنطرة أن فكرة المهرجان بدأت العام الماضي بالتوازي مع الذكرى الستين للإعلان العالمي لحقوق الإنسان، حيث إنه كان أول مهرجان من نوعه في منطقة الشرق الأوسط مخصص لعرض أفلام تتناول قضايا حقوق الإنسان من مختلف أنحاء العالم. ويعرض المهرجان في دورته الثانية 12 فيلما من دول مختلفة منها مصر،إيران، رواندا،أوكرانيا،بريطانيا والولايات المتحدة الأمريكية.

أفلام قليلة وميزانية محدودة

المهرجان يركز على ظاهرة تفشي العنف في المجتمع المصري، إذ إن الجميع يستخدمه ولكن بنسب متفاوتة طبقا لاختلاف الثقافة والوعي
وترجع داليا قلة عدد الأفلام إلى أن قضايا حقوق الإنسان في السينما العربية بشكل خاص محدودة للغاية، وهناك أفلام عالمية طلب منتجوها مبالغ باهظة لعرضها بالمهرجان ولكن ميزانية المهرجان لم تسمح بذلك. وتشير إلى أن حقوق الإنسان دائما ما يتم الحديث عنها في محاضرات و ندوات ثقيلة لا تصل لغالبية الناس، ومن هنا جاءت فكرة المهرجان الذي ينشر الوعي بلغة السينما السهلة والممتعة.

وعن صعوبة تنظيم مهرجان يركز على موضوع حقوق الإنسان الذي تخشى منه مصر والمجتمعات العربية تشير داليا إلى أنه كانت هناك تحديات كبيرة خاصة فيما يتعلق بإصدار التراخيص والإجراءات المعقدة، ولكنها استطاعت بناء علاقة ثقة مع الجهات في مصر بأنها لا تفعل شيئا ضد مصلحة البلد وتشويه صورتها ،بل على العكس من ذلك فإقامة مثل هذه المهرجانات يؤكد أن مصر بها مساحات كبيرة من الحرية، وأن عروض الأفلام مجانية ومتاحة للجميع، ما يؤكد على أنها ليس بها ما يخيف الحكومة، على حد قولها. كما أنها وجدت صعوبة في العثور على مكان لعرض الأفلام، حيث إن هناك أماكن قررت عدم استضافة المهرجان قبل أيام قليلة من بدئه بالرغم من أنها كانت وافقت على استضافته في بادئ الأمر.

العلاقة المتوترة بين المسلمين والمسيحيين

"اتكلموا" للمخرج المصري على السطوحي سلسة أفلام قصيرة عن حياة الفقراء والمهمشين، مثل قصة عن حياة جامعي القمامة في شوارع القاهرة
ويركز المهرجان هذا العام على أربعة محاور وفقا للأفلام المعروضة، منها محور حقوق الناس والذي يعرض فيه الفيلم المصري "التسامح في مصر" الذي يحكى عن التوتر في العلاقة بين المسلمين والمسيحيين على مستويات مختلفة؛ منها الأزمة التي يجدها شاب مسيحي يقع في حب فتاة مسلمة وأفكار البعض من المسلمين بعدم الشراء من بائع مسيحي وكيفية علاج هذه المشكلات بإشاعة روح التسامح.

بالإضافة لعرض 30 فيلما قصير عن مواد الإعلان العالمي لحقوق الإنسان وفيلم "سيرجيو" الذي يتناول قصة حياة سيرجيو فيرا دي ميلو المتخصص في إنقاذ البشر والبحث عن حقوقهم. محور آخر عن أفلام الرسوم المتحركة لأجل حقوق الإنسان والذي حاز على إعجاب الجماهير، ومحور عن العنف واللاعنف ويعرض بداخله أفلام مثل "زهور رواندا" عن أحداث الإبادة الجماعية في رواندا، فيلم" أرحموا أزهارنا" وهو فيلم مصري قصير عن ظاهرة ختان الإناث والذي نال تصفيقا كبيرا من الحاضرين، ومحور حول أحلام الحرية يعرض بداخله أفلام مثل "إن 70" وسلسلة أفلام قصيرة بعنوان "اتكلموا" للمخرج المصري على السطوحي عن حياة الفقراء والمهمشين، فهناك قصة عن حياة جامعي القمامة في شوارع القاهرة وأخرى عن قرية بمحافظة الإسماعيلية تعيش بدون مياه صالحة للشرب منذ أكثر من عامين. وفيلم "الثورة البرتقالية" الذي يتحدث عن الانتفاضة الشعبية من أجل دعم مرشح المعارضة في انتخابات الرئاسة في أوكرانيا منذ بضع سنوات.

وأكد بعض الجمهور الحاضر أن ثقافة حقوق الإنسان بدأت تشق طريقها الصحيح في مصر والعالم العربي، وبدأت تتفهم الجماهير معنى حقوق الإنسان على الرغم من أن الحصول على الحقوق الإنسانية في العالم العربي مازال بعيدا ولكن هناك وعي بدرجة ما عن القضية بفضل التكنولوجيا الجديدة والمنظمات المدنية التي تقيم فعاليات غير تقليدية لرفع الوعي بالقضايا المختلفة.

التدوين في متاهات البحث عن التنوير

لم تكن المدونات وقت ظهورها الأول سوى سجلات إلكترونية لاهتمامات شخصية، ثم نمت وتطورت لتصبح وسيطاً معرفياً ومساحة للتعبير، غير أنها لن تستطيع إحداث التغيير المجتمعي المطلوب دون إصلاحات ديمقراطية حقيقية، كما يرى المدون المغربي الشهير ومنظم جائزة المدونين العرب محمد الساحلي في هذه المقالة.

بدأت المدونات العربية في الظهور بشكل تدريجي منذ سنة 2003، لكن عددها كان قليلاً آنذاك، ولم تكن كلمة "مدونة" شائعة باللغة العربية. ورغم قلة عدد المدونين آنذاك، إلا أن جودة المدونات كانت لافتة. وخلال السنة التالية بدأت ظاهرة التدوين في الانتشار وسط مستخدمي الإنترنت العرب، وبدأت الصحافة العربية تقارب، ولو بشكل محدود، موضوع المدونات. ثم ظهرت خدمات تدوين مجانية باللغة العربية، لتبسيط إنشاء المدونات للعرب، وبدا في الأفق أن ثورة جديدة قادمة؛ ثورة على غرار "ثورة المنتديات" التي فرخت في حينها آلاف المنتديات المتشابهة التي ينقل بعضها عن بعض، دون استحياء!

وتحقق ذلك للأسف بسرعة سنة 2007، حيث بدأت المدونات العربية تتناسخ كالفيروسات ناقلة معها "فوضى المنتديات" بكل سلبياتها، وبدأت أحلام المراقبين تنهار بتناقص جودة المدونات العربية ودخولها مرحلة من الركود ما زال في رأيي مستمرا حتى الآن.

خلال السنوات الأولى لانتشار التدوين عربيا، كانت خدمة Blogger المملوكة لجوجل أفضل وأشهر خدمة تدوين مجانية، لكن بحكم أنها كانت بالانجليزية فقط، آنذاك، بقيت حكرا على فئة من مستخدمي الانترنت العرب، القادرين على التعامل مع اللغة الانجليزية وعلى الصعوبات التقنية لبلوجر. لم يكن إنشاء المدونات آنذاك سهلا، لذلك كان عددها قليلاً. لكن في وقت لاحق، ظهرت خدمات تدوين عربية أرادت تقديم خدمات شبيهة ببلوجر، غير أنها، لأسباب مختلفة، ساهمت في تفريخ مدونات لا تقدم أي جديد، وأحياناً تساهم في إحباط مدونين آخرين مميزين.

استحالة القياس ووهم التفوق

هل ساهمت المدونات العربية في إسقاط رؤوس الفساد في البرلمانات والحكومات العربية؟ هل ساهمت المدونات في خلق تغيير حقيقي ذي أثر مستقبلي فعال؟ كلا للأسف، كما يقول الساحلي

تلك الفوضى لم تغط على كل شيء. فهناك مدونون كثر تميزوا بشكل أو بآخر واستطاعوا ترسيخ مفهوم مختلف للتدوين العربي؛ فبعضهم أنشأ مدونات شخصية لنقل خبراتهم للآخرين، وآخرون اختاروا طريق التعبير المسكون برغبات التغيير، فقادهم ذلك إلى التصادم مع المؤسسات الأمنية، القامعة للحريات، في بلدانهم. لكن لا يوجد نموذج عربي واضح يمكن الجزم من خلاله بقدرة التدوين العربي على التغيير.

وفي سنة 2008 دعا مجموعة من أعضاء فيسبوك المصريين إلى إضراب عام يوم 6 أبريل 2008. والتقط المدونون الحملة وساهموا في ترويجها، وفعلا جاءت النتيجة مذهلة: لقد نجح الإضراب! لكن السؤال الذي يفرض نفسه: هل المدونون هم الذين أنجحوا الإضراب؟ من الصعب الجزم بذلك، ولو أن المدونين المصريين يفضلون التفاخر بقدرتهم على "هز عرش مصر".

ففي ليلة الإضراب تدخلت الحكومة المصرية، عبر وسائل الإعلام، لتنفي وجود أي إضراب وتساهم، بشكل غير مباشر، في ترويع المواطنين وتخويفهم مما يمكن أن يحدث. وفي رأيي أن هذا هو ما دفع المواطنين إلى البقاء في البيت يوم الإضراب وعدم الذهاب إلى عملهم، ليس مشاركة في الإضراب بل خوفا مما يمكن أن يحدث في الشارع يوم الإضراب.

هذا مجرد نموذج بارز لما اعتبر دليلا على قدرة المدونين على التغيير، لكن دون وجود إمكانية إثبات حقيقية على أن ما حدث كان بفضل المدونات. في الكويت يتم الحديث عن حملة "نبيها خمسة" التي أريد منها، سنة 2006، الدعوة إلى التقليص من الدوائر الانتخابية في الكويت. الحملة نجحت وحققت أهدافها، وتم نسب فضل ذلك إلى المدونين، رغم أن عدد المدونين الكويتيين أقل بكثير من أن يحدثوا مثل هذا الأثر. ولا يمكن إنكار مساهمة المدونات الكويتية في التعريف بالحملة، خاصة لمن هم خارج الكويت، أما التأثير الحقيقي للحملة في رأيي فهو ما قام به الشباب فعلا على أرض الواقع.

لا أقصد هنا التقليل من قدرة المدونات العربية على التغيير، بل أتحدث عن صعوبة قياس تلك القدرة. بكل تأكيد ساهمت المدونات العربية في تحريك كثير من القضايا، لكن تلك المساهمات ضُخمت من طرف الصحافة، فاقتنع بعض المدونين بذلك واقتنعوا بأنهم فعلا سلطة قادرة على التغيير، رغم أننا لو جلسنا لنتناقش بهدوء سوف نجد أنه لا شيء حقًا تغير.

هل ساهمت المدونات العربية في إنقاذ أطفال غزة وتقديم المساعدات للمحتاجين كما فعلت المدونات الأمريكية خلال إعصار كاترينا؟ هل ساهمت المدونات العربية في إسقاط رؤوس الفساد في البرلمانات والحكومات العربية؟ هل ساهمت المدونات في خلق تغيير حقيقي ذي أثر مستقبلي فعال؟ كلا للأسف. إذن أي تأثير هذا الذي عنه يتحدثون وله يطبلون ويزمرون؟

مواضيع المدونات وسياسة النعامة

حين بدأت ظاهرة انتشار المدونات في العالم العربي انتشرت معها مقولة أن المدونات ستأتي بالديمقراطية إلى الدول العربية! لكني أعتقد بعد أكثر من ست سنوات من انطلاق المدونات العربية أن هذه المقولة لا أساس لها، فالديمقراطية هي التي تصنع المدونات وليست المدونات التي تصنع الديمقراطية.

حين نتحدث دوما عن نجاحات المدونات الأمريكية، نتجاهل مسألة الديمقراطية المتجذرة لدى الشعب الأمريكي، وما يعنيه ذلك من حق المواطن في التعبير عن وجهات نظره بأمان، ووصوله الميسر القانوني، لمصادر الخبر. حكومات الدول العربية تعاملت بطرق مختلفة مع ثقافة التدوين، والهدف دائما تقويض التجربة: تونس ودول أخرى تعاملت مع المسألة من الناحية الرقابية فحجبت الكثير من المواقع وحدت من إمكانيات التأثير داخليا. السعودية منذ البداية تعاملت بحزم وقامت أجهزتها الأمنية باستدعاء المدونين وإرغامهم على ابتلاع ألسنتهم. مصر واجهت المدونين بعنف عن طريق الاعتقالات، مما ساهم في ترويج فكرة التدوين محليا. وإن كان من الصعب التأكيد إذا كان التضييق الذي تعرض له المدونون بفعل تدوينهم أم بفعل انتمائهم للجمعيات الحقوقية. أما المغرب فعلى العكس، تجاهل المدونات تماما عن عمد، مما حد من قدرة المدونات على الانتشار وعدم وصول قضاياها إلى الصحافة والمواطنين.

النتيجة هي أن البعض أصبح كمن يحارب طواحين الهواء، دون وجود من يتأثر به ولا من يستمع. والبعض اختار سياسة النعامة، فدفن رأسه في مواضيع بعيدة عن احتياجات المواطنين، فمنهم من انكفأ داخل نفسه يسطر ما يمر بيومه من تفاصيل، ومنهم من ذهب إلى الكتابة عن المواضيع التكنولوجية فطفق ينقل ويترجم عن المدونات الإنجليزية. ولكن هذا لا يعني تجاهل حالات متميزة وسط فضاء التدوين العربي.

المستقبل الغامض

التدوين نشاط فردي بطبيعته، غير أن خصوصيات المجتمعات العربية تستلزم تحول هذا النشاط الفردي إلى نشاط جماعي يعتمد على التنسيق المبكر والمضبوط فيما يتعلق بقضايا ذات طبيعة اجتماعية وسياسية تهدف إلى تحقيق تغييرات مجتمعية لصالح المواطن.

في رأيي أن المدونين العرب يمكنهم مستقبلا، المساهمة في بناء المجتمعات العربية، لكن الأمر لن يكون سهلا ولا يسيرا. فأنا أعتقد أن ثمة شروط لا بد أن تتحقق، من قبيل دمقرطة المؤسسات وتيسير الوصول لمصادر الخبر وإصلاح القضاء والرفع من هامش حرية التعبير وتوسيع شبكة الربط بالإنترنت... إلخ، وإلا فإن التدوين العربي سيبقى في حال ركود دائمة.

Les sites web de l’opposition dans les pays d’Afrique du Nord, particulièrement en Tunisie, Libye et Mauritanie, sont en train de devenir des cibles privilégiées des hackers (pirates informatiques). Ce nouveau phénomène - rendre inaccessibles les sites web de l’opposition et des dissidents - a été remarqué en premier lieu en Tunisie où au moins 14 sites et blogs ont été visés entre 2007 et 2008, et semble se répandre dans la région pour tenter de limiter la liberté d’expression aussi bien en ligne qu’offline. (Les sites et blogs cités sont en anglais ou en arabe)

Même s’il n’est pas encore clair qui est derrière ces attaques, les leaders de l’opposition en Afrique du Nord et les propriétaires des sites web attaqués concordent sur le fait que les régimes de leurs pays sont derrière cette nouvelle manière de limiter les activités de l’opposition sur Internet.
En Tunisie, Mme Naziha Rejiba, collaboratrice du magazine en ligne en ligne kalima, vice-Présidente de l’Observatoire pour la liberté de la presse, de l’édition et de la création (OLPEC), a été convoquée par le procureur, après avoir accusé les autorités tunisiennes d’être derrière la destruction du site web de Kalima en octobre 2008.

Dans un communiqué de protestation, la Ligue Libyienne des Droits Humains (LLHR) et Libya Human and Political Development Forum [en arabe] ont eux aussi accusé les autorités libyennes d’orchestrer des cyber-attaques.

En Mauritanie, alors que le site Sahara Media, considéré comme le premier site d’information du pays, a accusé des « partis politiques nationaux et étrangers » de le saboter, Sheikh Ould Ahmad Amin, Rédacteur en chef du site que « le régime militaire actuel qui a renversé le premier gouvernement mauritanien élu est directement ou indirectement lié à ce qui est arrivé ».

Libye

Selon un un communiqué du 19 janvier 2009, six sites web libyens de l’opposition ont été attaqués ou détruits en Janvier 2009. Les hackers ont détruit le contenu de cinq des six sites web et l’ont remplacé par le contenu de Algathafi, un site web personnel consacré aux pensées et à la vision du président lybien Mouammar al- kaddafi.

Cinq des six sites attaqués sont toujours inaccessibles :

6. Akhbar al-Inkadh

Mauritanie

Selon le site web Hack In The Box, au moins deux sites mauritaniens influents ont été attaqués en Novembre 2008. Tous deux ont une attitude critique envers la junte militaire dirigée par le Général Mohamed Ould Abdel Aziz.

Le site de l’agence d’information Sahara Media, considéré comme le premier site mauritanien, a été désactivé pendant un ou deux jours, alors que le site considéré comme le premier site mauritanien, a été désactivé pendant un ou deux jours, tandis que le site Anbaa a non seulement été piraté, mais ses locaux ont été vandalisés et ses ordinateurs, volés, affirme Monsieur Maloum, coordinateur du site For Mauritania, organe d’un groupe de pression.

Le piratage du site Anbaa semble lié à son intention de publier des informations sur des scandales impliquant des politiciens et des hauts cadres de la fonction publique du pays.

Tunisie

Comme rapporté dans un article précédent de Global Voices Advocacy, pratiquement chaque site web de l’opposition tunisienne ou blog personnel de militant a été victime d’un ou de plusieurs attaques. Vu la fréquence de ces attaques, ainsi que la nature des sites et des blogs qui en sont victimes, les dirigeants de l’opposition tunisienne et les défenseurs des Droits humains ont le net sentiment que le gouvernement lui-même organise ces cyber-attaques. « Je n’exclurais pas la possibilité que cet acte a été commis par les services secrets, avec l’aide de hackers ou de pirates basés en Tunisie ou à l’extérieur. » estime le rédacteur en chef de Kalima Sihem Bensedrine.

MIDDLE EAST: Will Arabic domain names help censorship, create 'cyber-ghettos'?

Back in October, the Internet Corporation for Assigned Names and Numbers, or ICANN, began processing requests for domain names in non-Latin scripts such as Arabic.

In theory, this lowers the barrier for lower-income Arabic-speakers who are unfamiliar with the Latin alphabet to get online.

But for now, at least, registration is limited to official government domains, sparking fears of increased censorship and online "ghettoization."

Egypt, which was among the first Arab countries to apply for a domain names with Arabic letters, is ranked by Global Voices as one of the most repressive countries for bloggers.

Most experts agree that Arabic domain names will not enhance the government's ability to block specific websites.

But once Egypt is granted its own domain name, local sites that wish to register with the official domain must approach the government authority, which could reject an application from say, an opposition newspaper.

"It's likely that Tunisia, Syria, Saudi Arabia, and Bahrain will strictly limit which sites can be registered in their domain," Jillian York, the project coordinator of the OpenNet Initiative at Harvard University, wrote in an e-mail to The Times.

"Other countries, such as Libya, ... could see it as a financial opportunity," she added.

The popular URL shortening sites bit.ly and ow.ly are registered in Libya.

York went on to say that many Arabic speakers may choose to register their site with a different Arab country that may have looser restrictions. The greater concern for many is how businesses and institutions will maintain control over their brand without owning the phonetic or translated equivalent website in all languages.

More questions are likely to arise as the mushrooming of languages besides English on the Internet changes the very nature of the global network (Google’s Eric Schmidt recently predicted that Chinese will dominate the Web within five years). Arabic is currently the fastest-growing language online, with about 300 million native Arabic-speakers worldwide. Moreover, the huge deficit in online content in Arabic compared with the number of Arabs online, between 3% and 5% of all Internet users, suggests Arabic content will grow exponentially in the next few years.

Whether this ultimately makes the Internet a more or less inclusive place is being debated. Critics worry that the introduction of domains in non-Latin scripts will create walls between online communities where none existed before, making it harder for people from around the world to communicate.

But innovations in translation and search technology could, in fact, make those barriers more permeable. Already, applications like Google Translate allow non-Arabic speakers to scan headlines from the Arabic press.

“Bridges are going to be crossed,” said Samih Toukan, a Web entrepreneur and the founder of the Arabic portal Maktoob, which was acquired by Yahoo earlier this year.

“There will still remain a gap because people tend to gather in communities on the Internet, but the gap will be smaller.”
